Portfolio Manager

Description:

The Ministry of Health and strategic healthcare investment entity seeks a Portfolio Manager to oversee the Kingdom's healthcare infrastructure transformation portfolio. Reporting to the Executive Vice President of Development, this role holds strategic accountability for a SAR 60+ billion portfolio encompassing medical cities, specialized hospitals, primary care networks, and digital health infrastructure critical to achieving Vision 2030 healthcare objectives and supporting the Kingdom's growing population.

Key Responsibilities

• Provide executive oversight for healthcare infrastructure portfolio including 15+ concurrent programs spanning medical cities, specialty hospitals, and integrated care facilities
• Lead portfolio strategy development, investment prioritization, and resource allocation optimizing healthcare capacity, geographic coverage, and clinical capability expansion
• Direct portfolio governance frameworks ensuring alignment with national health strategy, clinical standards, regulatory compliance, and value-for-money principles
• Manage strategic stakeholder engagement with Ministry leadership, international healthcare partners, clinical advisory boards, and community representatives
• Drive portfolio performance management through KPIs, dashboards, and analytics tracking delivery milestones, budget adherence, and strategic outcome realization
• Champion healthcare innovation including smart hospital technologies, telemedicine infrastructure, AI-enabled diagnostics, and patient-centered design principles

Leadership Expectations

• Minimum 16 years in healthcare infrastructure leadership with 8+ years managing portfolios exceeding USD 10 billion in the GCC or international markets
• Deep understanding of healthcare facility planning, clinical workflow optimization, medical equipment integration, and operational readiness requirements
• Proven ability to influence government stakeholders and drive complex decision-making across clinical, financial, regulatory, and community dimensions
